Part of Health and Safety in Plant involves considering the Hierarchy of Control, prioritizing methods that eliminate or substitute hazards at their source before relying on administrative controls or personal protective equipment. Ideally you will be able to remove the hazard from the work site altogether. Then you would substitute the hazard with a lower-risk hazard and so on.
